Terms of Reference
Donor Scanning and Opportunity Assessment
1. SNV mission & visionSNV is dedicated to a society in which all people, irrespective of race, class or gender, enjoy the freedom to pursue their own sustainable development. SNV?s goal is to catalyse development by supporting people to access services and develop opportunities to improve their livelihoods, while sustainably using the natural resources they depend on.
2. Agriculture SectorAn estimated two billion people worldwide are affected by poverty, hunger or malnutrition, three quarters of whom, including most smallholders, live in rural areas in developing countries. From rice farmers to forest people to pastoralists, these individuals and their communities depend on the land, water and forest resources for their livelihoods. With a growing world population, food demand is projected to increase by 70% globally over the next 40 years, challenging food security but also creating opportunities for smallholders. Meanwhile, the need for increased agricultural productivity and equal distribution of assets is both putting pressure on natural resources and on food availability. Due to climate change, higher weather variability could hamper agricultural production. SNV?s key response is to provide smart, market-based solutions through value chain development and innovative business initiatives. SNV aims to strengthen food security and the environmental sustainability of production through focusing on agricultural policies and innovations which recognise smallholders? potential.
SNV?s work in the agricultural sector is based on a three-pronged approach: Enhanced positioning of (smallholder) farmers within value chains; Promotion of climate friendly agriculture; and Facilitating increased access to food. Globally SNV seeks to:
a) Offer context-specific support to small and medium farmers and processors to increase their productivity, improve quality, develop innovative products and link them to (inter)national markets and value chains;
b) Promote and enhance fair trade and reduce poverty through increased profitability of the agriculture sector for poor farmers and processors;
c) Collaborate with others to promote equity for women farmers/processors, increase food security and improve environmentally sustainable agricultural practices.
3. Programme FundingSNV is a not-for-profit development organisation with approximately 70% public funding, via the Dutch Government. SNV aims to adopt a more entrepreneurial culture, compete for business, actively scan the market for new opportunities with new partners and funders, operate efficiently and be cost-competitive.
By 2016 most of SNV?s funding will come from a wider base of private and public sources. Funds will be secured both through direct negotiations and competitive procurement processes. We will continue to work with commercial partners in all our sectors including Agriculture on a fee-for-service basis, as well as through innovative partnerships. The total composition of funds must cover all relevant costs including overheads, infrastructure, and investment in expertise. Thus all programmes will be continuously assessed against the return on investment, both financially and socially. The majority of SNV?s funding will be in grants. It will be critical for SNV to build up sufficient reserves to withstand the uncertainties of programmatic and competitive funding modalities.
4. SNV BhutanSNV has been working in Bhutan since 1988 and delivers technical advisory and capacity building services to government, non-government and private sector organisations and local institutions.
In the agricultural sector, SNV Bhutan strengthens the capacity of national and local level organisations with the aim to increase production, income and employment for disadvantaged and poor, in line with the national development agenda. SNV Bhutan currently manages the ?Market Access for Growth Intensification Programme? (MAGIP) funded by the International Fund for Agricultural Development (IFAD) and the Royal Government of Bhutan (RGoB). SNV provides advisory services in MAGIP for access to sustainable markets for small holder vegetable producers and rural women & men collecting and marketing selected Non timber Forest Produce (NTFPs).
5. Donor scenario in BhutanIn Bhutan, there are few donors operating in-country, mostly multi-laterals. The majority of donor assistance is channeled via Government ministries as specific programmes. An organisation like SNV therefore, has scarce opportunities to tap into these programmes (or projects) which often have embedded advisory services. In addition, given the isolation of Bhutan physically and economically, and due to its small population size, it is difficult to attract donors to invest.
Based on this prevailing scenario, SNV Bhutan has decided to carry out a wider donor scanning exercise which should cover a wider range of institutions ? multi-laterals, bi-laterals, foundations, trust funds - with interest and capacity to invest in project worth 0.5-3.0m Euros. In view of the above constraints and the need to attract donors to invest in Bhutan, this consultancy is designed.
6. Objectives of assignmentTo prepare a detailed assessment of potential donors for SNV in Bhutan in the agriculture sector, and develop two concept notes on high priority opportunities.
7. Expected Results & DeliverablesResult 1: scanning and Assessment of potential donors
This output will consist of a comprehensive scan of all possible donors, including multi-laterals, bi-lateral, trust funds and private foundations, and an assessment of funding potential, based on current priorities, themes and on-going projects. Identified donors will be closely aligned to SNV?s work in general with emphasis on key thematic areas such as Agriculture & Non Timber Forest Produce Value Chains, Access to Sustainable Markets, Food Security and Climate Smart Agriculture. Where feasible, early communication will be established between identified donors and SNV Bhutan to enable necessary follow up.
Result 2: Finalised concept notes for Specific donors
Based on the detailed scanning exercise and assessment, this output will identify the most promising donors, partners and funding opportunities and deliver two high quality concept notes for further engagement with donors. The concept notes will address specific donor requirements and align with SNV?s key thematic areas in Agriculture, such as Food Security, Climate Smart Agriculture, Cooperatives Development and Improving Access to Sustainable Markets. Existing ideas and potential leads in SNV Bhutan?s Agriculture Portfolio/Pipeline will also be used to explore and develop these concept notes.
8. Duration & PeriodThis consultancy is expected to be completed between December 15th 2012 and February 14th 2013, covering a maximum of 40 billable days. The work will be based in Bhutan with the possibility of one trip to Nepal to coordinate with the SNV?s Regional Business Development Coordinator. The work will consist of desk research, discussions and meetings with SNV staff, partners in addition to communication with identified donor agencies.
9. Qualifications of ConsultantThe Consultant will have proven experience in resource mobilization, fund raising and developing new business opportunities for the not-for-profit sector.
